
Pool Project Update
Dear Club Member,
As you likely are aware, the Board of Directors has been working on a plan to refurbish the TBCA Pool for some time now. More recently, detailed design work has been completed that has helped to clarify potential costs and some challenges have emerged.
As your elected Board, we believe it is important to share these issues with you as they will have a significant bearing on what the future will look like at the TBCA.
We hope you can take a few moments to read, digest and (if you are willing) provide some initial thoughts that will assist the Board in preparing the most helpful content for the Annual General Meeting on April 12.
TBCA Pool Project Summary
Spring/Summer 2023 >>

Based on Membership Survey results, TBCA Board engages a contractor to assist with design and preliminary costing for a larger pool

A Variance Permit is acquired and a Building Permit application is prepared

Pool classification changes from “Private” to “Commercial” requiring design changes to meet health requirements
Summer/Fall 2024 >>

A cost estimate of ~$750k is developed for a larger pool with a new deck and no cover (a 2022 estimate was ~$500k)
-
Costs for archaeological services are estimated at $80-150k
-
Start date is pushed back to 2025 or 2026 with contingency for permitting, archaeological findings and unknowns
Fall 2023 >>

Archaeological Registry records confirm that human remains (skull) had been found during the original TBCA pool excavation

TCBA seeks an archaeologist and quote for services

All work related to design, costing and construction preparation is put on hold
Winter 2024 >>

Funding options are investigated in detail by the Pool Sub-Committee

There is uncertainty surrounding the Club’s ability to attract additional Angel Membership and/or construction loan to fund the increased project cost

Funding the project using existing TBCA funds and levies applied to membership fees is seen as the most viable approach
Fall/Winter 2023/2024 >>

TBCA engages directly with local First Nations regarding potential ancestral remains - the Squamish Nation indicates support of TBCA's intended approach

A contract for required archaeological services is initiated
Winter/Spring 2024/2025

The Board requests new cost estimates based on maintaining the current pool size and with options for improvements to the pool deck/lounge area

Initial estimates of less than $500k makes this a less financially intensive option

The Board seeks input from Membership to assist in determining the way forward.
